The City of Richmond is one of the first cities in the country to include a comprehensive element dedicated to health and wellness in its General Plan. The Community Health and Wellness Element (HWE) targets the social, economic, physical, and environmental causes of health inequities and poor health outcomes.
The HWE establishes a policy framework for developing conditions that will improve the health and emotional well-being of Richmond residents. It also endeavors to strengthen the links between new trends in compact community design, sustainability, walkability, smart growth, and improvements in community health. On April 24, 2012 the Richmond City Council adopted the General Plan and the Health and Wellness Element.
