File a Rent Increase Notice (For Rent-Controlled Units)

  1. This form may be used to file a notice of rent increase for MULTIPLE Rental Units. List each Rental Unit and accompanying information below, or, if there are more than five (5) Rental Units receiving a notice of rent increase, upload an Excel file with all required fields.

  2. The 2017 “Annual General Adjustment” rent increase for Controlled Rental Units is 3.4%. Effective September 1, 2017, the Maximum Allowable Rent for tenancies in effect prior to September 1, 2016, may be increased by 3.4%.

  3. Landlords with tenancies in effect prior to September 1, 2015, who did NOT apply the 2016 Annual General Adjustment, may apply a combined 2016 & 2017 AGA rent increase of up to 6.56%, based on the rent in effect on July 21, 2015, or the first time the tenant paid rent after July 21, 2015 but before September 1, 2015.

  4. This form shall be used by Landlords and Authorized Agents to file a Notice of Rent Increase with the Rent Program for rent-controlled units in the City of Richmond. Please review and follow the steps on the Forms homepage to ensure your noticing procedures are in compliance with the Fair Rent, Just Cause for Eviction, and Homeowner Protection Ordinance and all applicable State law(s). In order to comply with RMC 11.100.060(s)(1), a Proof of Service form MUST be included with the notice filed with the City.

  5. If a Landlord seeks to file notice of the 2017 (and/or 2016) Annual General Adjustment rent increase on more than five (5) Rental Units, please list ALL Rental Units and Unit # or Unique Address in a separate Excel sheet and upload it below. Please note: only sheets in Excel format that match and include ALL fields identified below will be accepted.

  6. Rent charged on July 21, 2015, or the first time rent was charged for tenancies commencing after July 21, 2015.

  7. For tenancies commencing prior to September 1, 2015, the "new rent" cannot exceed the Base Rent plus 6.56%. For tenancies commencing between September 1, 2015, and September 1, 2016, the "new rent" cannot exceed the Base Rent plus 3.4%.

  8. Rent charged on July 21, 2015, or the first time rent was charged for tenancies commencing after July 21, 2015.

  16. Please attach ONE PDF file containing a copy of (1) ALL rent increase notices that will be served on the Tenant(s) identified above AND (2) a completed Proof of Service form with time and date of service for EACH notice served.

  17. Landlords are required to provide tenants with a copy of the Richmond Rent Program Brochure at the commencement of tenancy and with each notice of rent increase (RMC 11.100.060(g)). Downloadable copies of the Brochure are available on the Landlords webpage and via the links below.

  19. Declaration: I declare under penalty of perjury under the laws of the state of California that this information and every attached document, statement and form is true and correct. I certify that this property is in compliance with all provisions of the City of Richmond’s Fair Rent, Just Cause Eviction, and Homeowner Protection Ordinance, including, but not limited to, payment of all applicable registration fees and penalties. All rental properties within the City of Richmond must be enrolled with the Rent Program, and pay the accompanying annual fee. It is anticipated that the Interim Rent Program Fee may be established in June 2017. I attest that these fees will be paid when invoiced by the City of Richmond.
