Climate Action
Richmond is expected to see a variety of direct impacts from climate change in the coming years, potentially including:
  • Changes in weather patterns
  • Increasing frequencies of heat waves
  • Changes in water availability and precipitation
  • Access to food


In preparation, the City of Richmond is creating a Climate Action Plan (CAP) to help plan and prepare for these impacts, protecting our 32 mile shoreline and local infrastructure, improving community health, and creating a more sustainable and economically resilient city.

Addressing climate change and environmental resilience is a community priority. The City is committed to recognizing the values of the community, and building on the work of the local groups to tackle climate change in a way that fosters a healthy and thriving community. This new, innovative approach will place health front and center when considering strategies and actions to reduce GHG emissions. This will be achieved through extensive outreach and engagement, and will rely on the participation and involvement from residents and businesses.

The Climate Action Plan (CAP) is an implementing action of the Energy and Climate Change Element of the Richmond General Plan 2030, adopted in 2012. The City is one of the first in the nation to include elements dedicated specifically to Energy and Climate Change and Community Health and Wellness. The CAP will build on the goals of the General Plan, the Health and All Policies Strategy, and other citywide efforts to help focus all future development to promote health equity and community resiliency.
