The Contra Costa Home Equity Preservation Alliance (HEPA) is a unique, regional collaborative of five specialized agencies (the HEPA Agencies). These agencies offer families assistance in Mortgage Delinquency and Default Resolution Counseling with highly skilled legal service providers who work closely with the Contra Costa County District Attorney’s Office. HEPA services are available throughout Contra Costa County and are funded in part by the Cities of Antioch, Richmond, and Walnut Creek as well as by Contra Costa County.

• Providing outreach and education to community-based organizations on issues related to foreclosure 
• Hosting seminars and workshops on homeowner’s rights, foreclosure process, real estate fraud, debt counseling, and legal and financial options

• Counseling home owners about delinquent loans, loss mitigation, and their options
• Negotiating new loan terms with lenders
• Offering referrals to alternative financial products and legal resources

• Filing administrative complaints on behalf of homeowners
• Providing legal advice about the foreclosure process and about legal options
• Pursuing affirmative actions to restore title
• Representing homeowners with predatory loans in quite title or other consumer protection claims 
• Representing victims of predatory lending in eviction proceedings
