Agency Duties
The Contra Costa Home Equity Preservation Alliance (HEPA) is comprised of five agencies under the leadership of the Community Housing Development Corp. HEPA brings together the expertise of counseling agencies certified by the federal government (HUD) in Mortgage Delinquency and Default Resolution Counseling with highly skilled legal service providers who work closely with the Contra Costa County District Attorney’s Office.
Bay Area Legal Aid (BayLegal)
Bay Area Legal Aid (BayLegal) is the largest provider of free civil legal services in the Bay Area. Our seven regional offices work together to provide high quality legal assistance to low-income people regardless of their location, language, or disability. BayLegal is uniquely positioned to help people across county lines. We assist people in the areas of housing, public benefits, health access, and domestic violence.

Community Housing Development Corporation
CHDC is a non-profit community-based affordable housing developer that was founded in 1990. Its mission is to provide permanent and affordable housing in North Richmond, primarily for current and former residents of the community. Their Homeownership and Asset Building Program is designed to help low- and moderate-income potential homeowners address barriers to homeownership. CHDC is a HUD-approved housing counseling agency. Housing and Economic Rights Advocates (HERA)
Housing and Economic Rights Advocates (HERA) is a California statewide, not-for-profit legal service and advocacy organization. HERA's mission is to ensure that all people are protected from discrimination and economic abuses, especially in the realm of housing. HERA's core practice areas are predatory or unfair mortgage lending, foreclosure prevention, and fair housing. Our direct legal representation services are available primarily in Northern California; our technical assistance, training, and capacity building services are available statewide.
Housing Rights, Inc.
Housing Rights, Inc. was founded in 1979 by a law student who could not find housing because she had young children. Their mission is to fight for equal access to housing for everyone by eliminating barriers to housing choice such as discrimination, sub-standard housing, ignorance, apathy, and malice in order to eradicate illegal housing discrimination, prevent evictions / foreclosures, and encourage diversity in our neighborhoods. They do this by assisting individuals in exercising their housing rights to obtain and maintain the home of their choice and by promoting understanding by tenants, landlords, housing consumers, and housing providers of their rights and responsibilities through housing rights counseling / advocacy, education, outreach, investigation, mediation, self-advocacy, legal referrals, and enforcement of fair housing laws.
Pacific Community Services, Inc.
Pacific Community Services, Inc. is a private, non-profit housing agency serving the Contra Costa and Solano County communities. Since 1974, PCSI has been assisting clients with fair housing counseling, default and delinquency counseling, and tenant / landlord disputes. Trained housing counselors are available to counsel both tenants and landlords on their rights and responsibilities under federal and state fair housing laws.
