Capital Improvement Projects
A major part of revitalizing the community can be accomplished by improving the surrounding infrastructure. Addressing the community's major infrastructure needs will help provide quality and affordable housing, quality educational facilities and safer, more attractive spaces for community use. Currently, NURVE is focusing on the following capital improvement projects:
Martin Luther King Community Center and Park
The MLK Center and Park, owned by the City of Richmond, consists of a 12-acre site directly adjacent to Nystrom Elementary School on Harbour Way South and Nystrom Village on Marina Way South. The plan is to completely renovate the Park in phases and once sufficient funds are secured, to build a new MLK Center. The total cost to complete both projects is over $20 million. The Park renovation is scheduled to begin in March 2010.
Sidewalk and Streetscape Improvements
The City of Richmond has the main responsibility for funding and managing the streetscape and sidewalk improvements. These improvements include improving the street frontage of MLK Community Center and Park, enhancing the safety for students at Nystrom Elementary School and MLK Center and Park through various street calming measures and creating a safe travel route to and from school and the MLK Center and Park through the installation of a sidewalk bike path that would connect to the Richmond Greenway just north of Ohio Avenue.
The Maritime Center Site, owned by Contra Costa County, includes the Maritime Historic Center for Working Families, a former child development center designated as part of the Rosie the Riveter WWII Home Front National Historical Parks, located on a ¾-acre parcel on the site. The Richmond Housing Authority is overseeing this rehabilitation project. This project is estimated to cost over $9 million and will consist of renovating the Maritime Center to create space for a historical interpretative center/museum, community multi-use resource, and office space. Part of the site will also be used to house the Richmond College Preparatory Charter School.
Nystrom Elementary School Project Site
The West Contra Costa Unified School District (WCCUSD) Project consists of modernization of Nystrom Elementary and construction of a new multi-purpose center. Over $30 million of Measure J School Bond funds have been allocated for this massive project. Phase I construction is estimated to begin in 2010.
Nystrom Village Revitalization Project
The Nystrom Village Family Public Housing and Hacienda Senior Housing sites are owned by the Richmond Housing Authority. The estimated cost for this project is approximately $160 million with funding coming from a variety of public and private sources. The Richmond Housing Authority plans to convert the housing units from public housing rental to a combination of over 400 homeownership, tax credit, market rate and public housing rentals.
