Purpose
The purpose of this Residential Rental Inspection Program (Richmond Municipal Code Section 6.40) is to safeguard and preserve the housing stock of decent, safe and sanitary dwelling units within the City and to protect persons entering or residing in them by providing for a regular and comprehensive system of inspection of rental dwelling units and, through such inspections and/or owner certifications, identifying and requiring the correction of substandard conditions. |
Affected Property Owners
All owners of three or more rental dwelling units are subject to Residential Rental Inspection Program except those units that are exempt per Richmond Municipal Code Section 6.40.090, including:
- Residential rental housing units that are subsidized by federal, state, or local government, and/or
- Newly constructed residential rental units for a period of five (5) years.
The City of Richmond is proposing to modify the existing ordinance to expand the Residential Rental Inspection Program to include all rental property owners and rental dwelling units (with the exceptions above) by 2012. Additional information will be mailed to rental property owners that will be affected by this change.
