Project Description
The repair project will include the replacement of the section of culvert that collapsed and the remaining intact culvert at Via Verdi and under El Portal Drive with a modern reinforced concrete box culvert. The remaining intact culvert will need to be removed and replaced by traditional open cut methods. The design of the culvert replacement will also include a reinforced concrete headwall at the upstream and downstream ends of the replaced culvert section. In addition to the culvert replacement, there are several other project elements including: road design and construction for Via Verdi and El Portal Drive; bypass road demolition and Cemetery Property restoration; creek restoration; utility design and reconstruction; and Creekview Apartment Complex parcel restoration.
The road areas affected by the culvert collapse and construction, including Via Verdi, El Portal, and portions of the parking and entrance areas for the Creekview Apartment Complex will be designed and reconstructed. The temporary bypass road will be demolished and the Cemetery Property restored to its prior condition in accordance with agreements between the Cemetery Property and City of Richmond. Approximately 30 feet of creek will be daylighted in the headwall area, and the creek bed adjacent to the headwall and endwall will be restored and revegetated. The project will include utility design and re-construction along Via Verdi and El Portal, with all utilities and surface drainage to be restored approximately to their pre-collapse conditions. Though not included in the work by the City of Richmond, it is assumed that utility service providers (i.e. EBMUD, PG&E, West Contra Costa Sewer District, and AT&T, etc) will need to conduct construction for relocation and/or bypasses of their facilities prior to the culvert repair work starting in April 2012. Pertinent site photographs are provided in Section 6.0 of this report to provide further context of the project site conditions.
Environmental Review
An Initial Study/Mitigated Negative Declaration was prepared for this project and is available below. The basis for proposing a Mitigated Negative Declaration was the finding that although the proposed project could have a significant effect on the environment, implementation of proposed mitigation measures will reduce all impacts to a less-than-significant level. Written comments on the Draft Mitigated Negative Declaration, via hard copy or electronic mail, must be received on or before 5:00 PM on Friday, November 18, 2011 at the following address:
