The City of Richmond's Five-Year Financial Plan (the "Plan"), adopted July 10, 2012, is an annual five-year forecast of revenue and expenditure projections to be used as a tool for the long term sustainability of the City and its employees. The Plan looks forward at the City's operating revenues and expenditures and uses them to project a sustainable level that will guide the development of capital projects, service levels, revenue levels and budgets in line with the General Plan and the strategies and objectives of the Five-Year Strategic Business Plan adopted by the City Council in October, 2009.
