Climate Action Plan
The City of Richmond adopted General Plan 2030 in April 2012. The City is one of the first cities in the nation to include elements dedicated specifically to Energy and Climate Change andCommunity Health and Wellness. The Climate Action Plan is an implementing action of the Energy and Climate Change Element. The Climate Action Plan will be aligned to further the goals of the Energy and Climate Change Element, Community Health and Wellness Element, and other General Plan Elements.
The City of Richmond seeks to develop a Climate Action Plan that serves will serve as a roadmap for significantly reducing energy consumption and meeting or exceeding state greenhouse gas (GHG) emissions reduction targets. The Climate Action Plan will update the City’s emissions inventory, establish an emissions reduction target, and identify and prioritize potential City and community actions to reduce emissions. The document will facilitate the City of Richmond in achieving state goals established through AB 32 and SB 375 and air emissions standards adopted by the California Air Resources Board.
The Climate Action Plan will establish a strong link between climate change and public health, prioritizing those measures that have significant health co-benefits and addresses the most climate vulnerable communities. Development of the Climate Action Plan will build the City’s capacity, work across various sectors, and meaningfully engage the community to achieve significant GHG emissions reductions and support a healthy, vibrant, and equitable city.
The City of Richmond Manager’s Office, Environmental/Health Initiatives Division in collaboration with the Planning Department, will lead development of the Richmond Climate Action Plan.
The City is collaborating with Jason Corburn, an associate professor with the UC Berkeley Department of City and Regional Planning, and planning graduate students. On November 20, students from Prof. Corburn’s “Environmental Policy and Regulation” class presented the key climate action areas they are exploring for Richmond’s Climate Action Plan. At the community workshop, which took place in Richmond City Hall’s Council Chambers, community leaders provided their input. The City of Richmond will also be utilizing tools from ICLEI – Local Governments for Sustainability including ICLEI’s Cities for Climate Protection Campaign five milestones for climate protection.
