Project Description
The Project proposes to modify the previously approved Planned Area plan by reducing the overall units from 316 to 184, and modifying the unit types. The Project is the development of approximately 13.8 acres of property located on the San Francisco Bay in the City of Richmond (the “Project Site”), proposed by Terminal One Development LLC (the “applicant”). Proposed development of the site includes residential and public open space uses, as well as road, trail, and other improvements on and off the Project site.
Project Location
The Project site is located at 1500 Dornan Drive, southeast of the intersection of Dornan Drive and Brickyard Cove Road in the neighborhood of Point Richmond, in the City of Richmond, Contra Costa County. The site’s general boundaries are the Richmond Yacht Club on the east, the San Francisco Bay on the south, Brickyard Cove Road to the north, and Dornan Drive to the west. Miller-Knox Shoreline Park is west and north of the Project site.

City Council Meeting - December 6, 2022
PUBLIC HEARING to consider the adoption of a Resolution for the Latitude Residential Subdivision (formerly the Terminal One Residential Project) either: 1) Certifying the Addendum to the 2016 EIR and adopting the Mitigation Monitoring and Reporting Program (MMRP), and approving a Major Amendment to a Planned Area (PA) Plan with associated Major Design Review (DR), a Vesting Tentative Map (VTM), and a Conditional Use Permit (CUP) for park and residential uses within the Shoreline Overlay District, subject to conditions of approval; or 2) Certifying the Addendum to the 2016 EIR and adopting the MMRP and denying without prejudice the PA Plan Amendment with associated DR, and VTM based on the Planning Commission’s recommended findings; or 3) REMAND the project back to the Planning Commission to review the financial feasibility of the previous project and consider if conditions or refinements can be made to the Revised Project to make the project more superior.
