Residential Rental Housing Fee

All rental properties within the City of Richmond must be enrolled with the Rent Program, and pay the accompanying annual fee. Landlords must enroll all properties with at least one Rental Unit and complete a Tenancy Registration form for each tenancy in a Controlled Rental Unit. At their meeting on July 5, 2022, the Richmond City Council adopted the Fiscal Year 2022-2023 Rental Housing Fee in the amount of $226 for Fully Covered Rental Units and $127 for Partially Covered Rental Units which includes Governmentally Subsidized Rental Units.

Business License Tax

The Richmond Rent Program requires all Landlords maintain an up to date business license for each rental property they operate within the City of Richmond.

Residential Rental Inspection Program Fee

All owners of rental dwelling units within the City are subject to the Residential Rental Inspection Program except those units that are exempt per Richmond Municipal Code Section 6.40.090, including:

  • Residential rental housing units that are subsidized by federal, state, or local government, and/or
  • Newly constructed residential rental units for a period of five (5) years from the date of construction.

  • Registration/Processing Fee (Annual for owners of 3 or more units; every 3 yrs. for owners of 1-2 units) - $89.00
  • Initial Inspection Fee (per unit, every 3 yrs.) - $178.00 
  • Re-inspection Fee (per unit) - $76.00

Fire Prevention Services Fee

Owners of residential apartment buildings are required to pay an annual fire prevention fee, and receive an inspection for buildings of three units or more. Fees vary by building size; please see the Fire Prevention Master Fee Schedule for more information: Fire Prevention Master Fee Schedule.

Relocation Payment Fee Schedule

“Relocation Payment” means the per unit payment required to be paid by any Landlord on a prorata share to an Eligible Tenant who takes action to terminate tenancy for reasons set forth in Section 11.102.030, separate from any security or other refundable deposits as defined in California Code Section 1950.5.

Amounts shown are for calendar year 2023 and shall be adjusted on January 1, 2024, based on the percentage change in the Consumer Price Index (All Urban Consumers - San Francisco - Oakland- San Jose region).

(a) If a Rental Unit is occupied by one Tenant then the entire per unit Relocation Payment shall be paid to the Tenant. If more than one Tenant occupies the Rental Unit, the total amount of the Relocation Payments shall be paid on a pro-rata share to each Eligible Tenant.

(b) The Relocation Payments will be calculated on a per Rental Unit basis, distributed on a per Eligible Tenant basis, with a maximum amount per Rental Unit as shown.

(c) “Qualified Tenant Household” means a household with a Tenant who is displaced for any reason other than the failure to pay Rent, breach of lease, nuisance or failure to give access (see Section 11.100.050 (a) (1) (2) (3) and (4) of the Municipal Code) and who (i) is a Senior Citizen, (ii) is Disabled, (iii) has at least one child under the age of 18 living in the household, (iv) resides in a lower income household as that term is defined in California Health and Safety Code, Section 50079.5 or (v) is displaced due to an Owner Move-in and the Tenant has a terminal disease as that term is defined in California Health and Safety Code, section 443.1 (q).
