[ARCHIVED] Notification of City of Richmond WPCP Blending Event: 2/13/2019 commencing @ 07:49-hours

As a consequence to today's significant and sustained rain event (1.55-inches in past 24-hours) resulting in sustained high flow rates into the City of Richmond Water Pollution Control Plant (WPCP), and after having fully optimize the facility's stormwater storage and use of flow equalization units, it became necessary to initial a plant flow blending event with the initial details for this event as follows:

  1. At 07:49-hours equivalent plant influent flow rates in excess of 38.0-MGD resulted in the need to commence the blending of Primary Clarifier Effluent with Secondary Clarifier Effluent at the facility's Chlorine Contact Basin
  2. Sampling of Plant Effluent shall be executed at the point(s) as prescribed in Table E-1 of Attachment E (Monitoring and Reporting Program) to the permit
  3. A written submission will be provided within five (5) days and shall contain a description of the noncompliance and its cause; the period of noncompliance, including exact dates and times.
