Questions regarding this RFQ are to be directed by e-mail to: Tammi Edwards at Tammi_Edwards@ci.richmond.ca.us. All questions should be in writing and such contact shall be for clarification purposes only. Any questions, which in the opinion of the City warrant a reply or material change to the Scope of Work will be only transmitted in writing to all parties receiving the RFQ.
*VENDOR REGISTERATION – BIDS ONLINE REQUIREMENT*
ALL vendors responding to this RFQ will be required to register on BidsOnline @ http://vendors.planetbids.com/Richmond/Vendor_Registration.cfm for updates and modifications to this RFQ request and to be included on future RFQ request. Agencies/organizations/companies must register on BidsOnline prior to submission of this RFQ on Thursday, September 30, 2010 by 5:00 P.M.
*Failure to register on BidsOnline will result in rejection of the Vendors RFQ.*
RFQ SUBMITTAL REQUIREMENTS
One (1) signed original and three (3) copies of the RFQ must be submitted to the City of Richmond’s ONS Department by 5:00 P.M. on Thursday, September 30, 2010. Postmarks do not apply for meeting this deadline. RFQ responses will not be accepted by fax or email. RFQ responses shall be submitted in a sealed envelop clearly marked: Request for Qualifications - Vendors Services, Activities and Workshops (Life Skills and Supportive Services), Submittal Date: Thursday, September 30, 2010; Submittal Time: 5:00 P.M. and addressed to:
City of Richmond, Office of Neighborhood Services

LATE RFQ RESPONSES
RFQ responses submitted after the specific date and time will not be considered, nor will late RFQ responses be opened. RFQ responses become property of the City of Richmond and will not be returned. Vendors assume responsibility for timely submission of its RFQ.
RFQ ACCEPTANCE AND REJECTION
The City of Richmond reserves the right to accept any RFQ, to reject any and all RFQ's if said rejection is deemed in the best interest of the City, to call for new RFQ's, and to award the contract to the Vendor that submitted a RFQ "most advantageous to the City".
