The Richmond Housing Authority (RHA) is seeking a qualified housing development team, or team of developers, with capacity/ies to develop new affordable and market-rate housing units and operate replacement affordable housing units for the redevelopment and operations of Nystrom Village. The development team will work with RHA to convert the 100 public housing units at Nystrom Village to a local Project Based Vouchers (PBV) contract using the Section 18 Disposition process. The team will also leverage Low-Income Housing Tax Credit (LIHTC) and other state and local development subsidies to replace existing units at a higher density, freeing up additional land acreage at the site, which is 9 acres. A qualified housing development team, or team of developers, will also propose to construct market rate rental and/or for-sale housing on the additional acreage to create a complete housing community addressing housing needs for a range of income levels.
