The mission of the Housing & Community Development (HCD) division is the development of quality neighborhoods within the City of Richmond by partnering with neighborhood residents and community groups, the division accomplishes this goal through: 
  • Assisting homeless and disabled individuals in obtaining housing
  • Developing new affordable housing 
  • Expanding economic opportunities in business and employment for low- and moderate-income residents
  • Improving existing housing conditions
 
The City of Richmond, on behalf of the Contra Costa Consortium, requests proposals from qualified firms and individuals to prepare the Contra Costa Consortium 2010-2015 Consolidated Plan and Analysis of Impediments.

The public is notified that the City of Richmond has modified its NSP workplan by reallocating resources and further clarifying categories.  Consistent with HUD regulations, a public comment period was offered between April 1 and April 15, 2010.  To review the document click here.
