MISSION:
CCRP aims to support community safety through community-based alternatives. As a mobile crisis response team, we are dedicated to providing supportive and effective wraparound services rooted in trauma-informed practices, compassion, and equity to the City of Richmond.
VISION:
CCRP mobile response teams are well-trained with lived experience to provide appropriate information, referrals to follow-up support, case management, and voluntary transportation to services. Responders will be trained in de-escalation, trauma-informed practices, and extensive scene response trainings. The team will also support individuals' substance and alcohol misuse to begin their wellness and recovery journey. The team will provide support to Fire Personnel and Law Enforcement so they can focus on calls where they are needed most urgently. The ROCK team will be available to support such calls to address noise complaints, welfare checks, behavioral health related situations, as well as victims and families impacted by gun violence. All calls will be triaged by City of Richmond’s Communication Center (911 Dispatchers) to ensure ROCK Team responders are the appropriate entity to be deployed.
GOALS:
The goals and expected outcomes for the Richmond CCRP will adhere to guidelines and expectations set forth by the Richmond City Council and other mandated stakeholders. The program is designed as a component of the entire Continuum of Care, helping to move the community towards a higher level of system performance and an increase in the number of persons who would benefit from voluntary service choices.
Long-term:
- Reduce the overall number of calls for service related to low acuity calls previously handled by the Richmond Fire and Police Department.
- Reduce the overreliance on law enforcement and decrease strain on emergency response services.
Short-term:
- Respond to non-violent and non-medical, low acuity calls for individuals experiencing a need for support with mediation, family conflict, welfare checks, and behavioral health related concerns in the city.
- Develop Case Management Plans to assist individuals on an ongoing basis.
- Minimize the impact of non-emergency service requests on the city.
