Remembering Councilmember Jim B. McMillan
James Berney McMillan Jr., affectionately known as Jim McMillan, was born on November 29, 1927, in Mineral Wells, Texas, a quaint town with a population of just under 8,000 residents.
Growing up in a family that valued hard work and determination, Jim was the middle child among three siblings, with one brother, Larce, and one sister, Lottie. He fondly remembers his mother, Theodora McMillan, as "a champ," and credits his father, Jim McMillan Sr., a respected Deacon in the Baptist Church, as a role model of diligence and morality.
Jim's educational journey began with a challenging commute to school, where he often joked about walking "20 miles uphill, both ways" to the little schoolhouse. His academic path took a significant turn when he attended Langston University, a historic Black College & University (HBCU) in Oklahoma. However, his studies were interrupted when he was drafted into the military during his freshman year. Jim honorably served in the U.S. Army, attaining the rank of Corporal before returning to civilian life.
After his military service, Jim pursued a degree in Pharmacology and graduated from Oregon State University. In 1952, he began his professional career as a pharmacist, establishing himself in the community with a commitment to health and wellness.

In 1960, Jim made Richmond, California, his permanent residence, where he purchased an office on Sixth Street that would later be known as McMillan's Pharmacy. His practice became a cornerstone of the community, reflecting his dedication to service. Over the years, Jim engaged in numerous civic activities, serving on the Board for the Richmond Library Commission and holding positions with the California Pharmaceutical Association and the National Association of Retail Druggists. He became an active member of the Alpha Phi Alpha Fraternity and a Golden Heritage member of the NAACP.
Throughout his career, Jim championed a vision for progress focused on economic empowerment and community growth. His "prescription for progress" included initiatives for commercial and residential expansion, preferential hiring for Richmond residents, revision of the Richmond City Charter, and the establishment of Neighborhood Councils to promote community dialogue and engagement.
Jim's commitment to public service culminated in a 12-year tenure on the Richmond City Council, where he worked tirelessly on behalf of his constituents. In 1966, he joined the Brookside Hospital Board of Directors during a critical period when the hospital faced potential closure. His leadership and advocacy helped ensure the continuation of healthcare services for the community, a legacy that would impact countless lives.
A co-founder of the Black American Political Action Committee (BAPAC), Jim dedicated himself to ensuring effective representation for African Americans in the political and economic systems of Contra Costa County. BAPAC remains active in addressing key issues affecting the health and strength of communities, continuing Jim's mission and vision for empowerment.
Jim McMillan was a Lifetime Achievement Award recipient, who exemplified the spirit of resilience, community service, and dedication to social justice. His enduring impact resonates through the lives he has touched and the progress he has championed, inspiring future generations to pursue positive change in their communities.
