Speed Hump Criteria

In order to install a speed hump, the street must have the following characteristics:

  • Roadway is solely under the jurisdiction of the City of Richmond
  • Roadway has a 25 mph speed limit
  • Roadway is not classified as an arterial or collector (see Caltrans Roadway Classification definition)
  • Roadway has no more than 2 travel lanes
  • Roadway is not a primary emergency vehicle route
  • Location has been approved by both the Richmond Police Department and Richmond Fire Department.
  • Roadway does not have a slope greater than 8%
  • The street is a residential, neighborhood street, with no industrial or commercial properties.
  • Traffic volume is between 500 and 2,000 vehicles per day
  • The 85th percentile speed exceeds 32 miles per hour. This is the speed at which 85% of traffic is traveling at or below. 

If the street meets the eligibility criteria for speed hump installation, Public Works staff will notify the resident with information on the next steps in the process.

If the street does not meet the eligibility criteria, the resident will be informed accordingly, and no further action will be taken.
