  | Environmental & Community Investment Agreement (ECIA) Competitive Grant Program | In July of 2014, the City and Chevron entered into the Chevron Modernization Project Environmental and Community Investment Agreement (ECIA). Under the agreement, a competitive grants program was established and outlined to fund community programs and non-profits focused on community, youth and youth sports. Over the next 10 years, Richmond serving non-profit organizations will be invited to apply for funding.
