VOTE BY MAIL - Voting early and voting at home is the most cautious and securest way to keep everyone safe. Outdoor, non-contact drop boxes will be available across the county for returning ballots if voters do not want to drop them in the mail.
The City of Richmond's permanent Vote-by-Mail box is located at 450 Civic Center Plaza under the overpass just off the Council parking lot on 27th Street.
- The last day to register to vote for the November 5, 2024, General Election is October 21, 2024.
- All California active registered voters will receive a vote-by-mail ballot for the November 5, 2024, General Election.
- Your county elections office will begin mailing ballots by October 7, 2024.
- Ballot drop-off locations open on October 8, 2024.
- Vote-by-mail ballots can be returned by mail, at a drop-off location, or your county elections office.
- Vote centers open for early in-person voting in all Voter’s Choice Act counties beginning on October 26, 2024.
- Vote-by-mail ballots must be postmarked on or before Election Day and received by November 12, 2024.

Qualifications for Office
- Every candidate shall:
- Be a U.S. citizen. (Cal. Const., art. IV, § 2(c)1)
- 18 years of age by Election Day
- Be a registered voter in the district you wish to run for within the City of Richmond, and otherwise qualified to vote for that office, at the time nomination papers are issued to the person. (Elections Code §201)
- Eligible to take the Oath of Office
- Not have been convicted of a felony involving accepting or giving, or offering to give, any bribe, the embezzlement of public money, extortion or theft of public money, perjury, or conspiracy to commit any of those crimes. (Elections Code §20)

- NOMINATION PERIOD BEGINS MONDAY, JULY 15 THROUGH 5 P.M., AUGUST 9, 2024. IF AN INCUMBENT DOES NOT FILE, THE DEADLINE IS EXTENDED TO 5 P.M., WEDNESDAY, AUGUST 14, 2024. (THE DISTRICT 5 NOMINATION PERIOD WAS EXTENDED BECAUSE THE INCUMBENT DID NOT FILE. NO NON-INCUMBENTS FILED BY THE EXTENDED DEADLINE).

A mandatory filing fee of $336.60 (Council Seat) is due upon filing nomination papers. An additional fee of $298 - District 1; $368 - District 5; and $352 - District 6 is due if submitting a Candidate Statement for a total fee of $634.60 - District 1; $704.60 - District 5; and $688.60 - District 6.
