Medical Marijuana Uses


The City has adopted ordinances and regulations to support the growth and development of the medical cannabis industry in Richmond.

This page contains links and information relevant to all medical cannabis businesses interested in locating in Richmond. Potential operators are encouraged to review these documents.

Businesses that manufacture, process, test, cultivate, or perform research and development on cannabis or cannabis products are conditionally permitted in the areas indicated on the map linked below labeled “Marijuana Related Uses: Conditionally Allowed Zones”. These businesses require a Conditional Use Permit and a State permit prior to commencement of operations. There is no maximum number of available permits specified in the City’s ordinance for cultivators, manufacturers, or testers. Conditional Use Permits are administered by the Planning Division and issued by the Planning Commission.

Businesses that sell cannabis or cannabis products to the end user from a storefront location (i.e. dispensary) are conditionally permitted in the CR zone. Such sales may also be permitted in the CG zone, if certain findings are made by the Planning Commission.  Such businesses require a Conditional Use Permit and State permit prior to commencement of operations. There is a maximum of three (3) available retailer permits specified in the City’s ordinance. All three permits are currently taken. 

The Richmond Police Department's Regulatory Unit conducts quarterly inspections of cannabis related businesses.  A regulatory fee is assessed quarterly to recover costs of inspections.
