Mission Statement

The Planning Division provides advice and technical expertise to assist public officials, public agencies, real estate professionals, business operators, and residents in understanding key community issues and priorities related to land use.

Our staff is dedicated to delivering excellent customer service by fostering public and private partnerships that promote economic vitality, environmental integrity, and quality design for the City of Richmond.


Planning Division Responsibilities

The Planning Division plays a central role in shaping the future of Richmond. Our primary responsibilities include:

  • General Plan Leadership
    Developing, maintaining, and implementing the City’s General Plan as the blueprint for long-term growth and development.

  • Project Review & Compliance
    Reviewing development proposals to ensure consistency with the General Plan, Zoning Ordinance, Subdivision Ordinance, the California Environmental Quality Act (CEQA), and all applicable building codes.

  • Policy Development
    Creating and updating planning policies and standards that promote a high quality of life, sustainable neighborhoods, and a balanced economic environment throughout the city.

  • Advisory Support
    Providing technical planning expertise and staff support to the City Council, Planning Commission, Design Review Board, and the Historic Preservation Advisory Committee.

  • Disaster Recovery & Resiliency
    Assessing damage and expediting reconstruction following catastrophic events such as earthquakes, floods, or wildfires to ensure community resilience and safety.
