Background

The Keller Beach Sanitary Sewer (KBSS), which serves the Point Richmond community, is an aging sewer pipeline in the tidal zone of San Francisco Bay between the Keller Beach pump station and the Chevron wharf. Settlement agreements with San Francisco Baykeeper related to pollution in the San Francisco Bay prompted inspection of City sewer capacity and overflows. The City Department of Public Works has since determined that the 63-year-old pipeline is in poor condition and cannot be maintained in its current location due to inadequate access, pipeline structural defects, and the unlikelihood of obtaining the necessary environmental permits to repair or replace the pipeline in place.  

There is currently a moratorium enacted by the Richmond City Council for new sewer connections to the Keller Beach sanitary sewer. More about the moratorium can be found here: https://www.ci.richmond.ca.us/4219/Keller-Beach

Keller Beach Sanitary Sewer Feasibility Study

The City is conducting a Sewer Feasibility Study that will assess the feasibility of repair or replacement of the sewer. This project supports the City’s ongoing commitment to improving water quality and access for residents in Richmond and surrounding communities.

BKF Engineers has been selected by the City to provide a Feasibility Study. BKF Engineers and the Project Team will be responsible for evaluating existing conditions and infrastructure constraints, identifying and analyzing potential alternatives, preparing conceptual-level cost estimates and feasibility findings, and supporting coordination with stakeholders.
